Travel Conditions
Approved by the Ministry of Transport and effective in Vestland from 1 September 2026.
The Travel Conditions constitute an agreement between Vestland County Municipality c/o Skyss (hereinafter referred to as "Skyss") and each individual passenger travelling by bus, light rail and boat.
These Travel Conditions were approved by the Ministry of Transport on 2 July 2026 pursuant to Section 33 of the Professional Transport Act and Sections 7 and 7a of the Railway Act.
Skyss' Travel Conditions consist of this document and the following appendices:
- Skyss Travel Guarantee
- Rules for wheelchairs, prams/strollers, bicycles and other mobility devices
- Rules for On-Demand transport services
The appendices are not subject to approval by the Ministry of Transport. They are included for context and form part of Skyss' full Travel Conditions.
Chapter 1 Passengers
§ 1 Scope of the Conditions
Anyone travelling on transport operating under contract for Skyss, as well as transport operated by subcontractors where Skyss holds marketing responsibility, is considered a passenger. An overview of Skyss' operator contracts is available at skyss.no.
These conditions also apply to anyone present at associated terminals, stops, and quays (hereinafter referred to as stopping places).
Operators running under contract for Skyss who hold independent marketing responsibility have their own travel conditions.
§ 2 Rights and Obligations of Passengers
2a) Rights of Passengers
Passengers holding a valid ticket have the right to travel on Skyss' transport services in accordance with the published timetable and available capacity. In the event of delays, the Travel Guarantee applies; see Appendix 1.
2b) Passengers are obliged to
- pay for the journey in accordance with Skyss' conditions and fare prices;
- possess a valid ticket prior to boarding, or purchase a ticket from staff upon boarding. A ticket purchased on a mobile phone entitles the holder to board once the countdown in the mobile application has commenced;
- verify that they have received the correct ticket. Any complaint regarding a ticket or change must be made before the transport leaves the stopping place;
- present valid identification or other documentation establishing their entitlement to a discounted ticket;
- use the ticket in accordance with applicable regulations and terms;
- retain the ticket throughout the entire journey and until the passenger has left the stopping place;
- present the ticket to staff where boarding is restricted to manned entrances;
- comply with the rules of conduct during the journey; see Chapter 3.
Liability for possessing a valid ticket is waived in the event of technical failures beyond the passenger's control.
Chapter 2 Ticket Inspection
§ 3 Inspection and Surcharge Fee
3a) Inspection
Staff have the right to inspect passengers' tickets. The ticket must be valid for the route travelled and the time of boarding. Ticket inspections may be carried out on board and upon disembarkation by both uniformed and plain-clothed staff. Plain-clothed staff must identify themselves unprompted.
3b) Surcharge Fee
Passenger who cannot present a valid ticket and required discount documentation during an inspection is obliged to pay a surcharge fee.
If payment is made on the spot, a lower fee applies compared to deferred payment by invoice. The lower fee applies to minors (aged less than 18), regardless of whether payment is made on the spot or by invoice. Passengers paying on the spot will receive a receipt granting the right to continue the journey under standard conditions. Passengers who do not pay the fee on the spot are not entitled to continue their journey without purchasing a standard ticket.
Passengers requested to pay a fee who do not pay on the spot are obliged to provide their correct name, address, and date of birth, and await verification of their identity details so that Skyss can subsequently issue an invoice.
Failure to pay an invoice will be followed up with reminders and, if necessary, debt collection. This also applies to minors aged 15 and above. Minors aged 15 and above will not, however, be liable for debt collection costs, but parents/guardians may be notified of the collection process in the event of non-payment.
3c) Misuse and Forgery of Tickets
If a passenger misuses or attempts to misuse tickets, the tickets will be blocked and confiscated by staff. The passenger will receive a receipt to be presented in any disputes or complaints. Forgery of tickets results in a higher surcharge fee. Forgery and other criminal acts may be reported to the police in accordance with criminal legislation.
The surcharge fees are approved by the Ministry of Transport.
- Standard surcharge fee: NOK 1,250 (or NOK 1,050 if paid on the spot).
- Surcharge fee for minors (aged 15–17): NOK 1,050, regardless of payment method.
- Surcharge fee for misuse or forgery of a ticket: NOK 2,200, and the ticket is confiscated.
Chapter 3 Conduct
§ 4 Boarding, Alighting, and Movement at Stopping Places
Where designated stopping places exist, boarding and alighting must take place at these locations for reasons of safety and traffic management. Transport may exceptionally stop outside designated stopping places provided it complies with traffic regulations, and the transport operator deems it safe.
On the Light Rail (Bybanen), boarding or alighting is not permitted while the light rail vehicle is in motion, or if it stops outside a designated stop, at a passing track, to await signals, or similar.
It is prohibited to walk in or cross light rail tracks in areas not intended for the public.
§ 5 General Conduct
Passengers must show consideration for fellow passengers and refrain from behaving in ways that create dangerous or undesirable situations.
Passengers may not position themselves in a way that obstructs the driver's view, nor may they disturb the driver while the vehicle is in motion.
Passengers must not stand or place objects in ways that obstruct doors from opening and closing.
Where seatbelts and other safety equipment are available, they must be used in accordance with the road traffic legislation.
The use of skateboards, roller skates, bicycles, and similar equipment at stopping places or on vehicles/vessels is prohibited.
Passengers who fail to comply with instructions given through notices or staff directions may be refused service or removed.
§ 6 Smoking and Intoxicants
Smoking and the consumption of alcoholic beverages or other intoxicants are prohibited on all vehicles, vessels, and stopping places. Violation of this rule may lead to removal from the premises or transport.
§ 7 Disturbance
Staff may refuse transport to passengers who are visibly under the influence of intoxicants or who behave in a manner that may be offensive or unpleasant to other passengers. Persons acting indecently or otherwise harassing others may be removed from the transport or stopping place. Passengers engaging in criminal behaviour may be reported to the police in accordance with criminal legislation.
Chapter 4 What May Be Brought on Board
§ 8 What Passengers May Bring
Passengers transport objects and animals at their own risk, and these must not cause annoyance or danger to others. In cases of doubt, staff will determine whether there is sufficient space and what passengers may bring.
8a) Luggage
Passengers may bring easily manageable luggage provided it does not inconvenience others, obstruct boarding and alighting, or pose a safety risk.
8b) Animals
Animals must be secured by leash or in a carrier, are not permitted on seats, and must not obstruct passageways. Passengers have no automatic right to bring animals. Staff determine whether animals may be brought on board, except for guide dogs and service dogs.
8c) Wheelchairs, Prams/Strollers, Bicycles, and Other Mobility Devices
Passengers may bring wheelchairs and prams/strollers on Skyss transport services. Staff will, as needed and to the extent practical, assist passengers with wheelchairs when boarding and alighting. Wheelchairs and prams/strollers must be placed in accordance with signs or instructions from staff. Prams/strollers and wheelchairs must be secured with brakes. Where safety equipment is available on board, it must be used.
Passengers may bring bicycles and other mobility devices of equivalent size, but they must be wheeled on board and secured during the journey. Bicycles or other mobility devices that are foldable are classified as hand luggage.

8d) Prohibited Items
Staff may refuse to transport items if there is doubt about their contents, or if they believe they pose a safety risk or inconvenience to others. Flammable and explosive substances, loaded weapons, sharp, foul-smelling, or large items, or anything that clearly poses a danger or nuisance to other passengers, may not be brought on board.
§ 9 Freight
Items not transported together with a passenger, and/or items that are extremely space-consuming, are classified as cargo. Freight transport must be agreed upon separately with the operating company responsible for the transport.
§ 10 Lost Property
Unclaimed items left behind must be handed to staff. Skyss stores lost property, excluding food and perishable items, for three months. If the owner has not claimed and proven ownership after three months, items of value will be delivered to the police. Other items will be disposed of or donated. Mobile phones, PCs, and other items containing sensitive personal data will be destroyed.
Chapter 5 Liability and Compensation
§ 11 Passenger Liability
Damage caused by a passenger to the vehicle, vessel, or equipment shall be compensated according to standard liability rules.
§ 12 Skyss' Liability for Loss or Damage
Liability for personal injury or damage/loss of property is governed by the Motor Vehicle Liability Act of 3 February 1961 (bus travel), the Railway Liability Act of 10 June 1977 No. 73 (light rail travel), and the Maritime Act of 24 June 1994 No. 39 (boat travel).
Passengers must position objects and animals in accordance with § 8. Skyss and the operator are not liable for loss of or damage to objects and animals, unless negligence on the part of staff can be proven.
For transport by motor vehicle, Skyss is liable for loss of or damage to wheelchairs, mobility equipment such as walkers, and other assistive devices where the damage is caused by the operator. This follows from Section 32a of the Professional Transport Act and the Regulations on Bus Passenger Rights of 25 February 2016.
Claims for compensation for personal injury or property loss/damage must be submitted to Skyss Customer Service within a reasonable time. Claims must be documented. Only direct losses are covered. The customer is obligated to mitigate their loss.
§ 13 Skyss' Liability in Case of Service Disruptions
Skyss shall, as far as possible, inform passengers about service disruptions such as cancellations, delays, and other disruptions. Passengers may claim reimbursement for documented expenses in accordance with Skyss' Travel Guarantee; see Appendix 1.
Skyss' liability does not apply if the service disruption was announced in advance or if the cause of the disruption lies outside Skyss' control.
In cases of ticketing errors, passengers may receive a refund provided the error was not caused by passenger. The passenger must submit the claim within one month of the incident.
Chapter 6 Complaints
§ 14 Complaints
Any complaints regarding Skyss, the operator, staff, or service execution must be directed to Skyss. This also applies to complaints concerning surcharge fees and ticket confiscations pursuant to § 3. Complaints must be submitted in writing via the contact form at skyss.no or by post to: Skyss, Vestland County Council, Askedalen 2, 6863 Leikanger.
§ 15 Appeal to the Transport Complaints Board
If passengers are dissatisfied with the response to their complaint, they may appeal the decision to the Transport Complaints Board (Transportklagenemnda).
The deadline for appealing to the Transport Complaints Board is one year from the date the complaint was submitted. Transportklagenemnda cannot issue legally binding judgments, but will issue advisory opinions.

Appendix 1 Travel Guarantee
The Travel Guarantee applies to bus, light rail, and express boat services, and commits us to doing our utmost to ensure passengers reach their destination on time. If Skyss cannot offer alternative transport and/or if the passenger is delayed by more than 20 minutes, Skyss will reimburse documented out-of-pocket expenses within applicable rules and rates; see details at skyss.no.
To submit a claim, the passenger must submit a Travel Guarantee form or a written inquiry no later than one month after the incident.
Skyss will provide feedback on whether the claim is accepted, rejected, or under review within one month of receiving the request. Final response will be sent no later than within three months.
Appendix 2 Rules for Wheelchairs, Prams/Strollers, Bicycles and Other Mobility Devices
Space on board for wheelchairs* and prams/strollers is limited. Vehicles and vessels vary in layout and size, and Skyss cannot guarantee space for prams/strollers, wheelchairs, and bicycles. For example, accommodating two wheelchairs on the same bus may be difficult.
Space on board is calculated for wheelchairs and prams/strollers that do not exceed maximum dimensions of 80 x 120 cm and a total weight of 300 kg. Staff determine whether space is available.
Bicycles** may be a maximum of 1,750 mm long and 700 mm wide. The same rules apply to e-bikes, electric scooters, and other mobility devices.
*A wheelchair is a manual or electric device with at least three wheels or tracks specially designed for persons with reduced mobility.
**A bicycle/scooter is a two-wheeled manual vehicle with or without an electric auxiliary motor.
Applicable regulations regarding prices and discount schemes determine what the passenger must pay for. See skyss.no.
Appendix 3 Rules for On-Demand Transport
On-Demand transport is a service where passengers can book journeys in advance, tailored to local needs. See skyss.no for detailed booking rules.
