Regulations for fares and discount schemes for buses, the boat to Askøy and Bergen Light Rail

Applicable from 1 February 2019 until further notice 

1. GENERAL REGULATIONS
These regulations apply to bus and Bergen Light Rail services in Hordaland County, as well as to the boat service between Kleppestø and Strandkaien. The regulations also apply in instances where transport by ferry is part of the travel route.

The routes in the county are divided into zones, which are defined by the first and last stop in each zone. The number of zones between boarding and disembarkation determines the fare. Fares are shown in the price tables applicable at any given time. 

You must always have a valid travel document ready for inspection when travelling. This means that you must have a valid ticket for the time period and journey in question. If you are travelling on a discounted ticket, you must be able to present valid documentation of the reason for the discount (proof of ID, student card/concession card etc.). Customers travelling on a Skyss Travelcard vehicles that do not use the Skyss ticket system must be able to present a ticket activation receipt (stating the 'valid to' date).

2. SKYSS TRAVELCARDS
The Skyss Travelcard is an electronic travelcard for public transport in Hordaland County. All ticket types can be stored on the Skyss Travelcard. Both registered or unregistered Skyss Travelcards are available.

3. SKYSS TICKET APP
 'Skyss Ticket' is a mobile app for smart phones with which you can purchase a selection of single and season tickets in the entire county of Hordaland. 

4. TICKET TYPES

4.1.1 Single ticket – one single journey
A single ticket is valid for a single journey in one or more zones by bus/Bergen Light Rail/boat service between Kleppestø and Strandkaien. Single tickets are available for all types of passengers.

4.1.2 Single tickets – purchase on board
Within the Zone A, there is a supplement charge when paying in cash on board for single tickets. This also applies to credit card payments aboard the boat to/from Askøy

4.1.3 Single bus/boat ticket – combined travel
Single tickets for bus/boat travel are valid for single journeys on one or more zones by bus/light rail and a specific route by boat. Single tickets for bus/boat travel are available for all types of passengers. 

4.2 Season tickets
Season tickets are valid for 24-hours,  7, 30 or 180-days. They are valid for an unlimited number of journeys by bus/light rail within a specific zone or zones. Season tickets are available for adults, children, seniors/concession holders and students. 

You can purchase a season ticket with a Sk7ss Travelcard, or use the Skyss Ticket app. Skyss Travelcard tickets must be activated within 30 days of purchase and are valid from the date the ticket is first used/activated. 

Season tickets are non-personal and can be used by multiple persons, but only by one person at a time. The person using the ticket must meet the age and discount requirements.

For journeys beyond the zones covered by a valid season ticket, you must buy a single ticket. You pay for the zones that are not covered by the season ticket. 

4.2.1 Season tickets bus/boat – combined travel 
7, 30 or 180-day bus/boat ticket are available for combined travel by bus/boat. These are valid for an unlimited number of journeys by bus/light rail within a defined number of zones, and on a specific boat route. The ticket is valid for 7, 30 or 180 days from the date it is first used/activated. These tickets must be activated within 30 days of purchase and are available for adults, children, concession holders and students.

4.2.2 30-day bus/train ticket – combined travel
A 30-day bus/train ticket is valid for an unlimited number of journeys by bus/light rail in the zones the ticket was purchased for, and trains (Bergen–Voss) on a specific train route. A season ticket for bus/train is valid for 30 days from the date it is first used/activated. Season tickets for bus/train are available for adults, children, and students. 

4.2.3 30-day youth ticket – from 16 up to and including 20 years
30-day youth tickets are valid for persons from the age of 16 up to and including the month they turn 21. Upper secondary school students who have not yet turned 16 can also purchase a youth ticket, but must show proof of admission to document that they are students at upper secondary school. 

A 30-day youth ticket is a non-personal ticket that can be used by multiple persons, but only by one person at a time. The person using the ticket must meet the age and discount requirements. Valid ID must be shown during ticket inspections. 

The 30-day youth ticket is available on your Skyss Travelcard and via the Skyss Ticket app. The ticket is valid for 30 days from the date it was purchased by mobile phone or from the date it was first used/activated on your Skyss Travelcard. Skyss Travelcard tickets must be activated within 30 days of the purchase date. 

A 30-day youth ticket is valid on the following means of transport within the county borders: local buses, Bergen Light Rail, express buses, trains, ferries and express boats. The ticket is also valid on all Kolumbus buses (including night services) in the municipalities of Haugesund, Karmøy, Bokn, Tysvær and Vindafjord in Rogaland County. A 30-day youth ticket is also valid on 'safely home' services. 

When you use your Skyss Travelcard on vehicles that do not use a Skyss ticket system (trains, express buses, ferries etc.), you must present a receipt for ticket activation (with 'valid to' date) during ticket inspections. 

5. CASH TRAVEL – cash on your Skyss Travelcard
Cash Travel is a means of payment on the Skyss Travelcard. The maximum amount is NOK 5000. All tickets can be charged to your Skyss Travelcard, but you will not get additional discounts on tickets that are already discounted.

5.1 Favourite 
Favourite is an additional service that allows you to register the journey you travel most frequently as a favourite on your Skyss Travelcard. Provided that there is cash in your Skyss Travelcard account, the fare for the journey will be charged to your account when you use the card reader on board.

6. MOBILE ACCOUNT – your travel account on your mobile phone
With the Skyss Ticket App you can access a mobile account. The maximum amount is NOK 5000. In order to charge ticket purchases to your mobile account, the balance in the account must be at least equal to the purchase price. You can top up your mobile account in one of the following ways:

  • Visa or MasterCard
  • Online banking transfer. Send SMS “KID” to 2412 for more information.

7. TRANSFERS WITH SINGLE TICKETS 
Transfers are permissible. The 'valid to' transfer time is specified on the ticket. The 'valid to' transfer time is 90 minutes from the date the ticket was purchased/activated, with an additional 30 minutes for each extra zone. 

The transfer is valid provided you embark within the transfer period.

8. DISCOUNTS

8.1. Ordinary adult fares 
Applies to persons aged 18 or older. 

8.2 Discount for children 
Children aged 6 to 18 get a minimum 50% discount on the ordinary price of an adult single ticket and on season tickets. Children under six travel free of charge. Valid ID may be requested if there is any doubt about the age of a child. 

The age limit for children only applies to travel by bus, Bergen Light Rail and the boat service between Kleppestø and Strandkaien. It also applies to combined travel bus/train. For travel involving boat or/and ferry, the age for children is 4 and up to the age of 16. Children up to the age of 4 travel free of charge.

8.3 Concession discount 
Seniors and people entitled to a concession get approximately 50% discount on the ordinary price of an adult single ticket and season tickets. This applies to: 

a) Persons over the age of 67 
b) Disabled persons on disability benefits in accordance with the National Insurance Act 
c) The blind 

Spouses/registered partners travelling with a person who is entitled to a concession ticket pursuant to a), b) and c) get a 50% discount on single tickets. 

Persons requesting concession tickets must present valid ID, as must their spouse/partner. Persons under the age of 67 on disability benefits must also present proof of identity from the Norwegian Labour and Welfare Service (NAV) office or corresponding proof of identity from abroad. The blind must also present proof of identity from the Norwegian Association of the Blind and Partially Sighted or corresponding proof of identity from an association abroad. The deaf-blind must present additional, special proof of identity. 

8.4 Companions/escorts
A person accompanying a disabled person who can present a companion/escort card can travel free of charge on individual journeys. The companion/escort is not required to have a separate ticket.

8.5 Students
Students/apprentices/pupils up to the age of 32 get a 40% discount on single tickets and season tickets. 

The student discount applies to people studying full-time at upper secondary schools, universities, university colleges and equivalent educational institutions that qualify for financial support from the Norwegian State Educational Loan Fund. Norwegian students studying abroad are also covered by this scheme. The student discount is also given to full-time apprentices and trainees, based on the definition in chapter four of the Education Act, whose goal is ordinary education, and who do not receive pay or other remuneration in connection with their education. Students receive student discounts up to the month they have turned 32 years.

8.6 Military service personnel
Persons serving compulsory military service (initial military service or serving in the Norwegian Home Guard) or civilian national service are entitled to a 50% discount on the ordinary price of adult single tickets, limited downwards to the ordinary adult price for two zones. 

The discount is valid during the period of service specified on the Ministry of Defence identity card (FD-ID). FD-ID serves as proof of identity. The call-up order serves as proof of identity when travelling in connection with call-ups. 

8.7 Families 
On  Saturdays, Sundays and public holidays, adults may bring up to four children between the ages of 6 and 18 free of charge with any type of adult ticket. No ticket is required for the child(ren). Children under 6 years always travel free of charge. 

8.8 Group travel
A discount of 17% is granted to adults travelling in groups of 10 or more on single tickets. Children and seniors/concession holders do not get a special discount, but count towards the number of passengers in the group. Children under the age of six travel free of charge and are not included in the number of passengers.

Group discounts cannot be combined with other discounted tickets.

9. REFUNDS, SKYSS TRAVEL CARD AND SKYSS TICKET APP
In order to obtain a refund, you need  documentation that you are the legitimate owner of the Skyss Travelcard. The  owner of a Skyss Travelcard is the person in who the travel card is registered under, or whoever can document that he/she is the rightful owner by presenting a purchase receipt with card number or a bank receipt.

9.1 Replacement – Lost/stolen Skyss Travelcard
If your Skyss Travelcard is lost or stolen, you must contact Skyss via www.skyss.no as soon as possible to get any refund that may be due and to order a new travelcard.

Customers who are able to document that they are the legitimate owner of a lost/stolen Skyss Travelcard, will have their card with contents replaced. 

9.2 Replacement – defective Skyss Travelcard
If your Skyss Travelcard is defective or not working, you must contact Skyss via www.skyss.no as soon as possible to get any refund that may be due and to order a new travelcard.

Skyss Travel cards that are defective/not working are replaced free of charge. This applies to registered as well as unregistered Skyss Travelcards. A Skyss Travelcard can only be replaced if the card number is readable. Season tickets can be replaced by reconstructing the ticket and transferring it to a new Skyss Travelcard.

If there is cash in your Skyss Travelcard account, the balance will be calculated and transferred to a new Skyss Travelcard or credited to the customer's bank account.

9.3 Refunds (balance refund/new ticket)
Refunds are not normally given on Skyss tickets. Exceptions apply in accordance with the following rules: 

9.3.1 Termination of customer relationship
If a person moves out of Hordaland County or in the case of death, you can contact Skyss' customer service centre for settlement of the Skyss Travelcard account. Any cash balance will be transferred to a bank account. 

9.3.2 In cases of illness
If a 30 or 180-day ticket cannot be used because of illness, you can claim a refund from Skyss, provided you have a sick note from a doctor for more than seven days.

No refund will be granted for days on which the Skyss Travelcard was used.

9.3.3 Extra ticket expenses
A customer with a registered Skyss Travelcard who incurs extra ticket expenses as a result of a defective Skyss travelcard will be granted a refund for up to three days' expenses on presentation of the tickets at Skyss’ customer service centre or on the submission of a written claim enclosing the tickets to Skyss' customer service centre.

9.3.4 Other cases
Based on a specific assessment in each case, Skyss may also grant customers a refund in other cases, if it would be unreasonable not to do so.

10. SCHOOL TRAVELCARD
The School Travelcard can only be used for two journeys per school day between the home and school, by the person to whom the card was issued. The School Travelcard for primary and lower secondary school is valid from 05:00 to 19:00, and the card for upper secondary schools to 23:00. The card is valid for ten months and cannot be used on Saturdays and Sundays or during school holidays. 

School students who lose their School Travelcard must pay for their travel expenses until they receive a new card. School Travelcards are administered by schools, and you must contact your school to get a new one. The rules for school transport are laid down in the school transport regulations. Students who use School Travelcards must present valid ID during ticket inspections. 

11. LUGGAGE ETC. 

11.1 Prams, wheelchairs and skis
Prams, wheelchairs and skis can be brought free of charge provided there is room. 

11.2 Dogs
All dogs travel free of charge.

11.3 Bikes
Bikes may be brought provided there is room. A 50% discount on the price of an ordinary adult ticket is granted for bikes. The fares are shown in the price table applicable at any given time. Folding bicycles are deemed to be hand luggage and are free of charge.

Space permitting, bicycles are free of charge on the boat service between Kleppestø and Strandkaien.
